The heart of this story follows this update: Key points of this update follow (my emphasis added):
"... many of the states in greatest need are passing up the chance to expand access. As these bar charts show in the new map below, Louisiana, South Carolina and Texas are all boycotting the Medicaid expansion, even though 20% to 24% of their residents still lack any health coverage. Likewise, five of the country’s eight sickest states (Alabama, Louisiana, Mississippi, Oklahoma, South Carolina) are boycotting an effort to expand access to care. On average, the states that won’t expand Medicaid are 20% less healthy than those that that will. They all have Republican governors."
Original Post: A total of 26 Republican-led or Republican-leaning states have declined to establish insurance exchanges, a critical element of the heath care reforms ushered in by the Affordable Care Act, ceding control of a key part of their health care system to the federal government.

The ACA (Obama-care as it is called) requires the creation of the one-stop marketplaces called exchanges to connect buyers and sellers of health insurance — the vehicle through which the law would expand coverage and protect consumers. The law encourages states to build their own exchanges under the guidelines. If they refuse, the federal government will build exchanges for them.
More details provided by the Kaiser Family Health Site.
It appears that for all the ranting and raving and tap dancing and posturing the GOP is content to allow the Feds to set up the exchanges and provide the services to the people. So, have they seen the light or felt the heat? (smile provided at this point).
