Speaker (or Weeper) of the House (or Louse), John Boehner: Out of line (again)
The headline says it all: "Boehner accuses Obama of not having 'the guts' to cut spending" (from here).
How the system works (Government 101), and I am surprised Mr. Boehner does not know (cynically posted of course): A reminder to him and all others so inclined to blame Mr. Obama and not themselves for part of their self-inflicted DC crime spree:
House and Senate Work Out Differences in Conference Committee: House and Senate versions will have to go through the same conference committee process as the Budget Resolution. The conferees have to agree on one version of each bill capable of passing in both the House and Senate by a majority vote.
Full House and Senate Consider Conference Reports: Once the conference committees have forwarded their reports to the full House and Senate, they must be approved by a majority vote. The Budget Act stipulates that the House should have given final approval to all of the spending bills by June 30.
President Signs or Vetoes Bills: Congress, of course can over ride any veto with 2/3 vote.
Boehner is grandstanding, as usual, for political gain by making Mr. Obama look at fault as the GOP has tried to do since January 20, 2009 (Mr. Obama's first inauguration)... they still have not gotten the message even after their bashing in 2012.
