Major Update (July 16, 2013) from here: Highlights - "Cuba said military equipment found buried under sacks of sugar on a North Korean ship seized as it tried to cross the Panama Canal was obsolete weaponry from the mid-20th century that it had sent to be repaired. Panamanian authorities said it might take a week to search the ship, since so far they have only examined one of its five container sections."
If anyone believes that, then they also believe they can sprout wings and fly to the Moon. North Korea in a word: cannot be trusted about anything at all. That is an historical fact.

A North Korean-flagged ship carrying what is believed to be “sophisticated missile equipment” hidden in sugar containers was stopped while returning home from Cuba, Panamanian officials said late Monday. Speaking to Radio Panama, President Ricardo Martinelli said the captain of the ship tried to kill himself after officials began searching the consignment of sugar.
The vessel, identified by Lloyd's List Intelligence as the Chong Chon Gang (Note: Named for the Ch'ŏng-ch' ŏn River (Gang means river) in North Korea), was heading for the Panama Canal when it was stopped on suspicion of carrying drugs. It was then taken to the port of Manzanillo to be searched.
Martinelli posted a picture of the weapons on Twitter saying, "So that the world knows that you can’t transfer non-declared, war-like material through the Panama Canal.”
